Devon SCP subgroups

The Devon SCP work with local subgroups, locality forums and have collaborative arrangements with the South West Peninsula Local Safeguarding Children Partnerships. They also commission work through task and finish groups with a named Partnership Member lead. Each sub-group Chair reports directly to the Partnership Executive.Devon SCP structure chart

Practice Development Group

The Practice Development Group works to ensure that learning and development from the Devon SCP’s subgroups is promoted and embedded in a way in which local services for children and families can become more reflective and implement changes to practice. The Practice Development Group oversees two other groups: the Quality Assurance Delivery Group (QADG) and the Workforce Development Group (WFDG).

Quality Assurance Delivery Group (QADG)

The Quality Assurance Delivery Group reports to the Practice Development Group and carries out reviews into key themes throughout the year to seek out any multi-agency learning or development needs across Devon. The Group acts as the delivery arm of the Practice Development Group in order to carry forward any multi-agency recommendations from Serious Case Reviews (SCRs), rapid reviews and child death reviews. Any development and learning needs, that are highlighted, are passed to the Workforce Development Group.

Workforce Development Group

The Workforce Development Group seeks to ensure that all agencies working with children and families in Devon are able to fulfil their obligation to safeguard and promote the health and well-being of Children and Young people. This is achieved through high-quality, multi-agency workforce planning and development. The group reports directly to the Practice Development group who have oversight of all learning and development opportunities for staff and volunteers across agencies.

Child Safeguarding Practice Review (CSPR) Group

The child safeguarding practice review (CSPR) group seeks to improve outcomes for children, safeguarding them and promoting their welfare by ensuring a timely and high-quality response in all cases referred for consideration. The group commissions and/or undertakes Rapid Reviews, Child Safeguarding Practice Reviews and/or other reviews as required under Working Together 2018. The group liaises with the National Panel as and when required.

Child Exploitation (CE) Group

The Child Exploitation (CE) group is accountable for the delivery of the Devon Child Exploitation Strategy 2014-16 and drives the South West Peninsular Child Exploitation Strategy.

Child Sexual Abuse (CSA) Group

The Child Sexual Abuse (CSA) Working group is accountable for the delivery of the Devon Child Sexual Abuse Strategy 2018, seeking to prepare for, prevent, protect children from, and pursue an end to child sexual abuse across the county.

Education Advisory Group

The Education subgroup contributes to the statutory duty under s175 of the Education Act 2002 to safeguard and promote the welfare of children and s11 of the Children Act 2004.

Devon Early Help Locality forums

The Early Help locality forums bring together staff from the four areas of Devon (North, South, Exeter and Mid & East) to improve working together arrangements and bring the voice of children and young people into our work.  These forums review practice unique to the locality and disseminate lessons learnt from audits, Serious Case Reviews (SCRs) and child deaths to the children’s workforce in the locality.

Communication and Engagement Group

The Communication and Engagement Group works to communicate and raise awareness of the activity, priorities and values of the Devon SCP and the Children and Young People’s Plan 2019-23 across the county. This is achieved externally and internally through our website, social media, public media, newsletters, message boards and presentations.

Joint Commissioning Group

The Joint Commissioning Group works towards the multi-agency commissioning priorities, as set by the Partnership Executive, ensuring that the direction and strategies of the Devon SCP are in line with the agreed priorities.
